NABERS and BRE would like to provide an update on the transition of NABERS UK to a new scheme administrator, and what this means for Assessors, Energy for Offices ratings and Design for Performance projects.
We had a number of strong candidates apply for the NABERS UK Scheme Administrator EOI and are currently in the process of finalising things to have the new scheme administrator in place by the end of February 2024.
In order to keep the transition process as smooth and efficient as possible, and as previously communicated by BRE, BRE will not be processing any new NABERS UK assessor licence applications, Energy for Offices rating registrations or rating submissions, or any new Design for Performance registrations from the 15th December 2023. Please be assured that there will be no impact to projects already registered and BRE will continue to support existing assessors and clients with any project-specific enquiries until the end of February, when a new scheme administrator will be in place.

Assessors
- Any trainees who successfully complete the NABERS UK Assessor training course after the 15th December 2023 will need to register for their Assessor licence with the new administrator in March 2024.
- Any trainees who successfully completed the NABERS UK Assessor training course in the last few months, but haven’t yet registered for their Assessor licence, will now need to do so with the new administrator in March 2024.
- Existing Assessors will be able to renew their Assessor licence with BRE up until the 29th February, if required. From March onwards, all renewals will be completed by the new administrator.
IMPORTANT: All Assessors will need to have completed and passed the training for all building types – Whole Building, Tenancy and Base Building, in order to renew their Assessor licence. Any Assessors who have only completed the Base Building training course, will not be permitted to renew their licence until they have successfully completed the full training course.
Energy for Offices
- Any new Energy for Offices registrations will now need to be submitted with the new administrator in March 2024.
- Any Energy for Offices registrations and rating submissions submitted to BRE before the 15th December 2023 will be processed/actioned/audited as per usual.
- Any technical queries relating to Energy for Offices registrations and rating submissions, which were lodged with BRE before the 15th December 2023, can continue to be sent to BRE until the end of February 2024. NABERS will be supporting BRE with technical queries.
- Any certified Energy for Offices ratings can continue to be promoted, as per the branding guidelines, during the rating validity period (generally 12 months).
Design for Performance
- Any new Design for Performance project registrations will now need to be submitted with the new administrator in March 2024.
- Any existing Design for Performance project registrations, submitted to BRE before the 15th December 2023, will continue to progress through the DfP process and IDR reviews, as per usual.
- Any technical queries relating to Design for Performance project registrations, which were lodged with BRE before the 15th December 2023, can continue to be sent to BRE during the transition. NABERS will be supporting BRE with technical queries.
- Any target Design for Performance ratings can continue to be promoted, as per the DfP branding guidelines.
